What song is this clip from?

Can anyone identify the music contained in this clip? Ripped off of a random internet video which I lost long ago.
It seems to be two different songs, the first one lasting from 0:00 -> 0:20, and the second from 0:20 -> the end. I am curious about both, but it is the first one that I must find the answer to. For some reason it struck a chord with me in a way that suggests it is from a movie or song I knew from my childhood, but I simply cannot figure it out. If you recognize it, please put me out of my misery! I have tried every music identification site I could find with no luck.
My subconscious is insisting that it is from an 80s movie, but it could be misleading me. Thanks!

Response by poster: BTW, if anyone knows who Luniz sampled, I would be interested to know. It's a good backing track, but does seem like it was lifted -- the clip I have doesn't have lyrics.

Sounds eerily similar to Teardrop by Massive Attack (aka the House MD theme). Is that a coincidence?

Response by poster: Wow you're right, it's the same exact chord progression. Although my question has been answered, I'm curious if there's more to this little music clip. That is undoubtedly based on the same tune. Was MT just covering the APP song?
Also, I think the Massive Attack clip is why the original seemed so familiar to me. I actually have this song, but somehow didn't put 2 and 2 together.

I think the Alan Parsons Project one is familiar because it's one of the clips I ALWAYS hear at sporting events. Sometimes baseball, but I think it's usually a darkened basketball arena with the spotlights spinning around and then the players run out. And then they play, "It's Getting Hot in Here." Maybe this is just New Orleans?
