(Both technically hip-hop, but a close enough.)

Not as upbeat as you're looking for, and lots of talking, but might be a good track to cut in for a minute or two: Del - Don't forget the Bass

Your LL Cool J link reminds me that I've always dug Mama Said Knock You Out. When it comes to the upbeat part -- imagery aside, it's clear from the lyrics that he's not gonna "knock you out" with anything stronger than his own words.

Let Me Clear My Throat may not be exactly what you are looking for, but it always makes me want to shake my booty, and the baritone sax with the bass line is pretty cool, imo.

How about the The Humpty Dance, or other songs by The Digital Underground.

Busta Rhymes - Don't Touch Me
Atmosphere - RFTC
Atmosphere - Shoulda Known
Jurassic 5 - What's Golden
You're on the right track with LL, plenty of stuff he does is hip. That's why ladies love him.

Here you go!
Bad Mamma Jamma
White Lines
I'm messing with you actually, cuz both of your examples were produced by P-diddy who specialized in the late 90s in stealing bits of early 80s electro-rap and R&B. So here's some of that too!
Mantronix -- Bassline
Egyptian lover - I Need a Freak
Newcleus - Jam On It
And here's my current favorite piece of 90s hiphop.
Kwest Tha Madd Ladd - 101 Things To Do

As long as you're checking out hip-hop made for the club, you might want to look a little bit earlier, to the short-lived hip-house boom. The Jungle Brothers' 'I'll House You' is the best-known example, but there are plenty of others. Even further back, there were some fast rappers intersecting with go-go music, as in Salt-n-Pepa's 'Shake Your Thing.'

Hope I didn't stray too far from what you're looking for.
Live! In my own flesh!
Any battle I'm in, I win, I can't be beat.
I'm hunger to hunger to hungriest.
I put my lifetime up against the paper's lines.
Now here's a little story.
Well what do you know, it's summer time.
Alright now, pay attention to the crime rhyme Houdini P.
Uncle Sam'll put a chip in your brain, and link your head on the world wide web.
See the TV? Listen to me - double trouble.
They'll take all your rhymes with a Colgate smile
The cityscape where I stay is gettin hot now.
