Help me identify this artsy time travely movie.

I am looking for a movie I saw clips from back around 2000 or so. It is a movie about time travel. I think someone from the future is coming back to kill or kidnap a scientist. The distinct part is, the visual style. I remember it being still pictures with transitions between them, with the actors talking. Sometime like 1 picture ever 1-2 seconds.

La Jetée! Twelve Monkeys was based on it.

No. The movie I saw was not out yet when I saw the trailer or clips.
The art style was still photographs (I believe digital was being pimped by the makers) strung together with transitions, with the actors speaking over them. It was different from La Jetée, in that each picture was very close to the last, and the transitions were basically like a morph, so it seemed to be more flowing.

The head bad guy *may* have been asian.
