Help me Manage file downloads?

Does anyone know of a (Windows) program that can watch and folder and perform actions based on what files appear in said folder?

I am looking for a program that can watch a download folder and then copy files to certain other folders depending on strings in the filenames, does anyone know a program that can do this?
