Who is this flute-playing witch?

Is this witch with a flute a character from somewhere?

I saw it screen-printed on a tote bag in a photo at Face Hunter, but it rang a very vague memory bell. Any info anybody has would be most welcome.

I've only read the books, but I think one of the covers had that witch: the Moomins?
