Is there a good cheap as in free PC program for ripping audio from a video file and saving it as an MP3 or wav?

Depends on the video format. If you're looking for AVI and/or MPEG capability, check out the ever-recommendable (and free) VirtualDub.

Open the video, File > Save WAV, choose a filename and location, done..

All else fails, set your recording device to be your sound card itself, and use audacity to record it and save.
