Was the States List Puzzle a hoax? Was there money donated to charity? What are the answers?

The States List Puzzle: It's only just over half way through the list [of 48? 50? states] on the website, and the google answers (post one / post two) haven't completed the puzzle.
Worse, the list hasn't been updated in a year - so what gives? Is it a hoax? What of the money donated to charity? I know this has been posted to Mefi before, but it doesn't show on search....

interesting...never heard of this before, but it looks like its a dead issue these days unfortunately...

I thought it might be ratification of a particular amendment, but that proved fruitless. Then I lost interest . . .

I posted the original MeFi thread that gluechunk linked too. Every once and awhile, I get interested in seeing if the puzzle was ever solved and go bandy about on Google searching for The Answer.
Unfortunately, all links seem to lead back to either 1) the ask.google threads, 2) the threads I linked to at straightdope.com or 3) that lex.com site. Nothing new about this puzzle seems to have found its way online in the last year. So, I've come to the conclusion that it's a dead letter, which sucks, because I'd really like to know the solution.
