Looking for reliable, PHP-enabled web hosting suitable for a Canadian small business.
FutureQuest. They're very good. I've been a happy customer for several years.

I've used Dreamhost, MediaTemple, Pair.com, Surpass, Westhost, 1and1, and plenty of other smaller hosts. I'd only recommend pair.com (a little expensive), and westhost.com (great support, great uptime, cheaper than pair.)

I use Dreamhost and I may not have been overly impressed with their service before, but this weekend floored me. Using Cyberduck, I inadvertently (and this is my fault, not the application) delete an entire site folder.
After panicking for 20 minutes or so I started to look around to see what backup/restore policies they had available. Turns out that they backup your entire account folder on a fairly regular basis (every hour for me) and poking around in the hidden .snapshot folder managed to restore the site to an hour old copy.
I highly recommend them. The price is right. They've had some downtime issues (which didn't effect me for some reason) but I believe most hosts do. They're just a lot more transparent about their problems.

I've been using sibername.com for 2 years for personal use. Handled large files, spikes in traffic to download videos and had constantly good download speeds. They support PHP and have very good customer support, unfortunatly I cannot tell you how well they handle high loads like you would see on a larger business site. I can also vouch for their server reliablity in regards to uptime.

Our sailing club uses ipowerweb.com. It's been fine and the price is good. Caveat is that our web group knows their way around a php/MySQL site, so we have no need of their support. So i can't make any comment about support.
I think pair.com is a very reliable service. I've put some of my business clients there. i have used their customer support; it's good.
I also use a smaller host company here in Toronto where i personally know the president - www.tcn.net. over 9 years their service has been very good and price has been reasonable.
So you have lots of choices.

Are you looking for a Canadian company? Or just 'any ol' web hosting company?'
