This is a link to a very widely read legal weblog. I have not been able to get access to it for a week. Is it down everywhere or just in my area?

Dispatches from the Culture Wars reports that Volokh is having DNS issues. In Ed's post about it, he reports that you should be able to access it through their powerblogs.com address: http://volokh.powerblogs.com/.

Works here as well.

Something that may work fine for you is appending .nyud.net:8080/ to the url. (like so).

That way you get a Coralized (cached) version of the site.

Best answer: Volokh.com was registered with registerfly.com and using registerfly's DNS services, and as such they've been unreachable from various portions of the internet for more than a week due to registerfly's DNS fragmentation. They managed to change their registrar to godaddy.com and DNS to PowerBlogs yesterday, so the issues should disappear shortly (depending on the vagary of DNS propagation).
