I don't want to have videoteleconferencing nightmares..

Help me find this free videoteleconferencing application I saw online a while back.
I saw a videoteleconferencing application similar to this in nature but more of an ongoing project. It also had a full-screen mode and I believe it used either h.323 or h.264 video CODECs. I remember the author being excited about being able to send 640x480 video. It's not VLC, but a dedicated communications client that can be used for point-to-point VTC.
Alternately, if you can recommend ANY free point-to-point (no Skype, no Yahoo! - those require an intermediary) tool that will allow me to send and receive video I'd greatly appreciate it. Thanks!
