What was the name of this cool book?

I'm looking for the name of a book I read in the early '70s about a genius who comes up with all kinds of ideas for solving everyday problems.
It was somewhat of a political novel. Among his ideas: people voted for candidates by turning on/off their house lights, and a satellite read the results. I think the guy eventually runs for president but his solutions for a perfect world don't always work. Ring any bells?
