Can you recommend a good VoIP app for international calls?

So Skype is being shut down. I use its ability to make international calls to landlines on a regular basis, and would like to keep using that feature. What app that I could use on an iPad would you recommend? All I need to do is make phone calls to landline numbers here and there in the world.
I had a Skype US# and was also using Skype for international calls to the UK, and to the US while overseas. When they announced the shutdown I ported my number to Tello (easy) and I've been using that (with in eSIM) as my primary mobile service and for free international calls. I pay a monthly rate for the mobile service (plans here), and this includes free international calls to 60 countries if I use the mobile app on wifi (you can check rates here). You can also use the app to make free calls from overseas in the same way. Call quality is really good/ better than Skype, as is their customer service.
(Note: you first have to set up international calling in the app - enter *#*#869434#*#* in the app to turn it on.)
TL;DR - you could get a no data monthly plan ($5-$8 depending on minutes) and use the app to make free international calls if your iPad has a SIM or eSIM.

I'll go to probably either Zkypee or Viber Out, once Skype shuts down, as they seem to offer what I need. If I understand correctly, Tello requires a subscription, and I don't really use it often enough to warrant that.

(Viber is also a decent chat app with end-to-end encryption, popular in some parts of Europe for example.)
