Dehydrated Doggo treats

I dehydrate raw chicken breast and keep it in the fridge. Each night, I chop up a small amount (about a tablespoon) and put it a little hot a little water then add the "chicken soup" to her kibble (Pica is ~9 lbs and not very food motivated). Given the current bird flu issues and that the chicken is not cooked are there health risks?

My vet texted this out to us earlier today, emphasis mine:

“To our clients with feline patients, we have been getting questions about avian influenza H5N1.Unfortunately cats are easily susceptible to this virus and which results in severe illness. At this time the veterinary community does not yet have a good diagnostic screening test. 
To help decrease the chances of infection, we recommend:
1 Keeping your cat indoors to avoid access to birds, including chickens
2 Do not feed raw milk or undercooked meat. This includes commercial raw food diets.
3 Thoroughly wash your hands after any encounters with poultry, livestock or wild birds.
If you wish to learn more, please visit these websites from the AVMA and the CDC
AVMA. Please look out for the following symptoms: lethargy, inappetence, fever and neurologic signs, eye or nose discharge.”

Dehydrating food does not effectively kill bacteria or viruses. I would not suggest feeding this to your cat if it’s “new” chicken. If it’s something frozen you bought a while ago (for varying quantities of “a while”) then it’s probably fine.

Definitely cook it first, or get some cat safe broth

Just feels like I should point out the question is definitely about a dog. I don't think it changes the answer? But it just felt weird to me

You can also make broth with just chicken legs and water in a pressure cooker. Keep some in the fridge, freeze the rest. When you’re ready to serve, use equal
parts chilled broth and warm water, wait until the broth fully melts, then stir into kibble. I do this for my kitties and they love it!

I've been feeding raw to my dogs for almost 25 years. I suggest you not give your dog raw food at the moment. I'm assuming you're in America.

VCA Animal Hospitals says don’t do it.

“Do not feed your cat raw meat, undercooked meat, or uncooked freeze-dried meat or animal products” With the follow-up: “Dogs can also contract H5N1 bird flu, though they currently appear to be less susceptible to the virus than cats. Dog exposure to bird flu should be avoided following the same recommendations as for cats.”
