Is the a simple, collaborative outliner tool on the web?

Wondering if anyone has developed a collaborative outline tool (like good old omnioutliner), where it could be shared as a card sort or tree test (like the tools from OptimalSort or UX Tweak) ?

but simply allowed me to create an outline, and then share it and let each user make their unique suggested changes/additions/revisions and let me roll the results up into a report (again like optimalsort or UX Tweak does).

I am working on information architecture for a large intranet and want to get hands on input on the IA from many different constituencies and users. Optimal sort and UX tweak both are close but they dont allow for a fully preconfigured outline or IA.

Response by poster: Sidenote - I just developed a fairly fully functioning prototype of the application described above with bolt.... I guess this is how we're gonna do things now.
