Searching for a 90s/00s (Canadian?) environmental kids comic

Every time I see a character using the scary shiny glasses trope, I spend a while wracking my brain for where I first saw it. When I was a kid (so probably between ~1997-2005 somewhere), I remember reading a 1-2 page comic in the back of some sort of magazine - either something we subscribed to, or something that was omnipresent in dentist waiting rooms and that sort of thing. Hoping someone can help me remember what it was!

The main things I remember from it are:
  • It was pretty environmentally progressives - it was a group of (young?) people taking direct action against polluting corporations and conspiracies
  • The villain had the aforementioned shiny glasses, spent a lot of time in darkened rooms with light glinting off them, and might have been bald.

So this took a while to track down, but I also found a reference image hosted on the Canadian Encyclopedia, complete with the Man in the Glasses villain!

This series was one of my favourites as a kid, and I wish there was a digital archive of it somewhere, or even a place just to buy a compilation of all the comics!

I remember the Mighty Mites very differently. This page (where Wandering_Boots's image is drawn from) explains the history and the major changes around 1994 — well after I stopped reading OWL Magazine.

Response by poster: Wow - I had no idea it had been running for so long! I definitely only came across it in its late, Xtreme incarnation. That panel you linked to, Wandering_Boots, is definitely one I remember. 2001 would have been dead centre of the time period I would have encountered them, too.
