Help me find this forgotten book

Looking for a book I read ages ago. Set in the future, it follows a white supremacist's rise to populist power in the US thru a trail of violence. Very frequent use of the word "truncheon". I read it in the late 70's, think it was by a well known sci-fi writer.

Response by poster: THANK YOU!!! I don't know why this has puzzled me for so long. And I blush when typing in search terms trying to find it. With what's been going on the last few years it strikes me as insightful. Never did finish it tho. It became so violent and disgusting I couldn't stomach it
