"Buffy" guest star who looks like someone else?

I'm rewatching "Buffy" from the beginning, and this guest star reminds me of another actor I can't place.

The episode is Season 3, Episode 13 (The Zeppo). The actor in question is Channon Roe, who played O'Toole. Picture here.

He reminds me of another actor from the 90s who looked similar, but can't figure out who. Can anyone help?

I'd second the Kiefer Sutherland... and add a Growing Pains - era Leonardo DiCaprio.
He gives a Brat Pack vibe, that's for sure.
