Is there a minimalist smartphone that includes Signal? I've only found the Boring Phone, which is out of stock.

What makes a phone "minimalist" for the purposes of this question? I can't think of any phones that ship with Signal installed, but you should be able to install and run Signal on any contemporary Android or iOS device.

Response by poster: It's a category of smartphones that prevent you or encourage you not to use addicting features. Dumbphone is another term that's used. They typically don't have browsers or app store access so the allowed apps and services come preinstalled.

Quick search brought up Punkt MP02 that might meet your brief.

Response by poster: That is a cool device. I'm hoping to find something using the official Signal app, but it looks the Punkt/Pigeon developers are working on full sync with your other Signal app instances. I'll watch that.

You should be able to sideload that on any android phone. Pay attention to the cautions though if you're using Signal for anything serious.
