I purchased a new Toyota Tacoma about 2 months ago. Since then I've added a GoRhino chase rack, a Peragon tonneau cover, and a Garmin dash cam. Should I inform my insurer?

Is it that you are afraid the insurer will raise your rates? Either you inform your insurer or you effectively self insure. I guess that is a risk v reward coupled with a financial analysis decision. When I added (by the dealer) a Tonneau cover on my F-150, I told the insurance company.
The dash cam might be something I did not tell my insurance company about. I guess it depends on if you are in a no fault state. I know you are probably a terrific driver, but if you have evidence that you made a mistake and were at fault in the accident, I am not sure I would want to hand that video over to the police or the insurance company. I was gifted a dash cam and after much consideration, I decided to not install it permanently. I rarely ever use it. What do you use the dash cam for? If you use it for off-roading adventure similar to how one might use a GoPro, maybe, but if you have it running every time you start up the car, think about it.
New(ish) cars and trucks do have black box technology whereby after a crash they can see your speed, and other data so the dash cam may just be a visual representation of the data, but as someone who values my privacy and my right to share what I want with whom I want, I might self insure the dash cam.

Yes, get rider coverage. You'll pay more but it will be covered if damaged.
