So I've just acquired a 2023 Toyota Tacoma and I want to get a chase rack.
What's the difference between a $1400 rack like this one and a $700 rack like this one?
Generally for things like this, you are looking at thicker steel, possibly of higher grade, higher quality welds with more quality control, and a more durable finish- e.g. powder coating or electrolytic dipping instead of normal paint.

Looks like the spendy one is model-specific, while the inexpensive one is "adjustable" via the two side pieces and a middle section, possibly meaning clackity and/or jiggly.

Inexpensive one has visible welds, is a lighter weight. Reviewers mention needing to make adjustments and/or buy additional hardware to finesse install.
