Is this t-shirt available for sale anywhere?

I can't find it through google search (which I am sure you tried), but I think you could make a pretty nice copy of it here.

Yea, I'd say just pinpoint the font and have it printed somewhere online.

This is so easy since its only text. Pick a font thats similar, make an image and take it down to your nearest t-shirt printer. Pick the shirt/size and have them do a vinyl-transfer (since you want just one). It'll cost you ~$20 and it will last quite a while (compared to t-shirt transfer).

PS: I do this a lot. I have a shirt I made last year using Vinly transfer and it still looks almost good as new.

Even easier. Go to Spreadshirt and just make it. For right or wrong t-shirts are mp3s now.

Response by poster: Thanks for the suggestions. I wanted to get it as a present for a friend and wasn't sure how they'd feel about the DIY thing, but it looks like I don't have a choice!

You could get it as a Neighborhoodie.
