Scanner won't turn off with USB is connected, among other problems

I have an HP 5590 scanner. When the USB is not plugged in, the scanner turns on and off with the power button. When the USB cable is plugged in, the power button doesn't turn the scanner off. When I unplug the USB from the scanner and unplug it from the wall, and then turn plug it back into the wall, the power button turns it on. But once on, with the USB plugged in, it won't turn off.

And I've downloaded all of the drivers available for this scanner and it isn't recognized and the PC says no drivers are installed. Only when I use the scan app from MS Edge does it work and that is only about half of the time. Sometimes, I have to unplug and plug the USB back in over and over to get the MS Scan function to recognize the scanner. What is going on?

Have you tried a different USB cable, and a different USB port on your computer?

And I've downloaded all of the drivers available for this scanner and it isn't recognized and the PC says no drivers are installed.
Does it show up in Device Manager, and/or in Hardware and Sound / Devices & Printers, and is it recognized as an HP 5590 Scanner, or is it shown as some generic USB device?

Response by poster: Xedrik, it shows up but says drivers for this device are unavailable. I've changed the USB cable and I've changed the PC slots the USB cable connects to. The scanner worked fine before I went to Geek Squad to have them replace the mechanical HD that was making noise with an SSD. After that, nothing but problems. I mean, not only can't I find it software-wise, but something related to the USB cable being plugged in prevents the on/off button from working.
