I need a simple device:

I need something to act as a heart rate monitor while I ride my peloton, and counts laps when I swim.

I know an Apple Watch does this, but I do not need *any other functionality* besides what is listed in the question, and I’d like to spend as little as possible. What do I get?

Best answer: Here's the list of Garmin watches that you can use for swimming. The Forerunner 55 looks to be going for a little more than $100 used, for example.

A personal recommendation for the Honor Band series here... currently the 6 comes in at £60ish and the previous generation Band 5 at £30ish (check local listings for pricing details). It has heart rate monitoring during exercise - I use it for walking (that's all I can do post CoVID) but there are categories so no doubt the cycling could be used as peloton. It has a swimming mode, but I;ve never used it.

Most importantly, it's got a long battery life, two weeks feels about right, mostly because I've switched off a lot of the 'smart' stuff and left it as notifications, 'connect for exercise' only, and sleep tracking.

Just as a warning, lap counting on fitbits is kinda useless in my experience. They often under or over count laps and on at least some models, they can't tell you the lap count until after you finish swimming and synch with your phone.

I have a Fitbit Inspire 2 and it's surprisingly good at counting laps (much better than previous Fitbits I've had), but yes, it does have the limitation that it only shows you the total at the end. I have no idea of the accuracy of the heart rate monitor, but it seems pretty good to me. It looks like they just released the Inspire 3, so I would imagine the Inspire 2 is quite cheap right now.
