The Nic Cave one looks like a fancy unit like Briese Lichttechnik Parabolic Reflector. The function of them is to simultaneously provide focus to a diffused light. You can also control brightness, and tone, from device that can be a fair distance away from the subject. These are generally used for close up photography.

The spouse has a variety of much cheaper reflectors in the basement, friend did pro headshots for the local theater crowd. Setting these up and then moving these around is big part of assisting on a shoot.

Briese pronounced "breezy" parabolic reflector. Like zenon said, for a diffused yet focused light. It has some direction to it but it also carries the light evenly across a large space in a nice way. Generally you can crank the light source in and out on the rod so you can focus it in and out. My experience has been with using them as a broad light source for people and especially large groups of people, they make them quite big kinda like what's picture here.
