Whitelist websites on Windows 10 guest account?

My 5-year-old uses a guest account on my Windows 10 laptop. I'd like to whitelist a few websites (e.g. misterrogers.org) that he can visit in a web browser, but block access to all other websites in the guest account. How do I do this?

Ideally I'd like to work within the OS, or ublock filters or something, rather than installing bulky third-party software.

If you're comfortable with setting DNS options, then you can do this with OpenDNS.

They have a standardised config called Family Shield - which is free to use & blocks a pre-configured set of categories covering a whole lot of content types - but if you want to make your own custom whitelist you might need their paid-for product.

LeechBlock is a Chrome extension that can be configured this way. It can be set up with a password.
