How to interleave pages in Adobe Pro?

I scanned two files and want to combine them into a final Merged File, with the first file being the even pages and the second file being the odd pages of the final Merged File. From a year of usage, I know Adobe Pro has an indirect embedded even/odd page functionality, the ability to reorganize pages and they even have 'reverse pages'. Why can't I find what I want in Adobe?
My frustrating internet search indicates that a lot of Adobe users want this functionality but there is no simple solution. I've also found these nonworkable solutions: 1) download a third party app (no bueno, as I do not have admin rights to my work laptop) 2) install a plugin/script.
Both are nuclear options if all else fails. Can someone hope me at this stage? I am using Windows.

Can you not take the file onto a system you control to do the interleave? There seem to be plenty of command line tools that will do this in one line and some of those might not even need an installer.

This might work: splitting each file into individual pages and merging all of the pages, but with a twist.
You can easily split file a.pdf into separate pages named a_01.pdf, a_02.pdf ... etc. But in "output options" there is an option to put the number first, like 01_a.pdf, 02_a.pdf, etc.
If you split both files "a" and "b" into separate pages and put them all in the same folder, sorting by name will give you 01_a.pdf, 01_b.pdf, 02_a.pdf, 02_b.pdf and so on.
From there, it should be easy to perform a single merge step to put them all back together.

After it's scanned, there doesn't appear to be a way to do without a third-party plugin. But if you can rescan the document, the process outlined here should do it:

Also, if it's not that many pages, you could just manually sort the pages in the "organize pages" window.
