What is this old game that I barely remember?

Looking for an old SF strategy game I played in the mid-90's, but I only remember fragments of it. I know this is a long shot.

I remember playing this game on a Windows 3.1 PC, so it would have been either a Win3.1 or MS-DOS game, and probably a few years old in 1995.

Stuff I remember:
1) the victory condition was building a hyperdrive, so I think it all took place in one solar system
2) the main game play was exploring planets and asteroids to find place to put colonies.
3) colonies were viewed top-down, and consisted of very large squares that you put different buildings on. I remember scrolling around to see all the squares in a colony
4) a core mechanic was setting up automated supply lines from one colony to another. ie one colony could produce a resource that another colony needed.
5) I do *not* remember any combat, but that doesn't mean that there wasn't any.
6) another core mechanic was flying over a planetary surface to explore it, looking for places to put colonies.

Might it have been an older version of Alpha Centauri?

I'm wondering if it was Star Control but I gotta call my dad and ask him. Pretty sure he's played every space 4X game in existence.
