Arts and alt/underground news sources in Philadelphia

I have a profile of a writer who grew up in Philadelphia--and whose most recent book has strong ties to the city--that I'm trying to place at a news outlet. What are the alternative newspapers, magazines, and websites in Philly that are currently accepting submissions or inquiries and pay their writers?

Though I'm open to any publication in Philly that's open to pitches, I know there was one arts magazine on Twitter that covered Philly and South Jersey where the editor indicated he was open for inquiries (and the pay was okay). If anyone knows what I'm talking about, please let me know. Thanks!
