Memorialise a Purr

I have a windows laptop and cheap headset that plugs into plain old headset jack. I want to use the mic on the headset to record my cat's purr to an .mp3 so I can use it as a notification sound on my phone. Recommend me a free software to do this?

Audacity! Exporting to MP3 will require the addition of one little MP3 encoder, but it's robust software that is good for a lot of things.

The patents on the LAME MP3 encoder expired back in 2017, so Audacity now has it built in, and you no longer need to install it separately.
