Remote family card game

We have a family card game that we would like to play remotely while we are unable to see each other in person. My mom and aunt have tasked us with finding a way to play...I'm looking for an app or really any ideas for playing the game exactly according to our rules.

Essentially, we have 7 rounds. We can manually track the rounds and tally up scores ourselves. The gist of the game is that:
-3+ players
-over 5ish players, we may need 2 decks
-jokers are included in the deck
-the number of cards that goes to each player varies in each round
-there is a different goal each round - some combination of runs and like cards
-Jokers and 2s function as wilds
-there is a draw/discard pile
-a player has the option on their turn to take from the draw OR discard pile. KEY: If the player doesn't want the discard, before drawing, each successive player, in order, has the option to "buy" that (and only that) discard, and takes a penalty card from the draw pile.
-once a player has the goal of the round, he/she places those cards face up on the table
-once that player does so, they have the ability to play the remaining cards in their hand on other people who have achieved the goal, and to a limited extent rearrange cards
-the round ends when one player gets rid of all their cards

I also need to figure out the best way (skype? zoom?) for us to see/interact with eachother - combo of iphones/androids.

So clearly this is too complex to just do in an app. We've seen card dealing apps, but how do we incorporate the other functions? I was considering some sort of Google Sheets solution, but I just don't think everyone is savvy enough to do that...

Tabletop Simulator!! It's $20 on Steam, but it's extremely flexible, and you could play pretty much any card game you wanted.

I can't help you with a customizable app, BUT, your game is remarkably similar to Phase 10, a card game. You may get some satisfaction playing that. And I'm sure there are many online versions of Phase 10.

I also came here to say online Phase 10, but if it absolutely has to be custom family rules then I agree that Tabletop Simulator would be a good option.

I think this is Shanghai Rum (or rummy), aka California rummy, in case that helps.

Nonsteroidal Anti-Inflammatory Drug Indeed, it's a 7 hand version we call Hollywood Rummy, but some of the hands and much of the rules are the same.
