Institutional self awareness for amateurs

I'm looking for accessible writings that consider how the purpose and policy of bureaucracies and institutions are affected by their own need to recreate themselves and lobby for the necessity of their own existence.

Specifically in the social justice and public service areas - are their best practices of institutional self-awareness? Do public service institutions audit themselves for aspects of their culture that privilege the institution (or certain members of the institution) over the cause they were constituted to serve? I believe Max Weber is the father of this sort of criticism? If I were to aim for a more academic treatment where would I start?
