Nada on NATO

A friend and I were looking at the group photo of NATO leaders at the recent London summit. My friend remarked that Queen Elizabeth II was being impinged upon by Boris Johnson's boorish manspreading, and she pointed to a guy on the far right of the front row as an example of how not to manspread. Since then, we've been trying to figure out who that guy is. I've searched for every NATO member country's leader and have come up empty. Who is that man on the far right of the front row?

Other photos of him didn't seem to be quite a good match, but I hadn't seen the Reuters pool photo that you linked to. His tie matches!
