iOS 13.2.3 Edit and Name Photo

I upgraded my phone to iOS 13.2.3, which now (supposedly) gives you the ability to choose your own profile photo in Messages. I did this, have name and photo sharing turned on, and chose to share automatically with contacts. But no one sees my photo or is getting the message banner announcing that I shared a new photo. What am I missing?

Are your contacts also using iOS 13?
