To Be or Not to Be a Member

I discovered that Oregon Public Broadcasting does not seem to be a member of the Oregon Association of Broadcasters even though it is one of the largest broadcasters in the state. It makes me wonder how many other public broadcasting stations or groups are also not members of their state broadcasting organizations.
The first disadvantage of not being a member that I can see is that pubcasters don't benefit from the lobbying efforts of the state organizations, though some have their own. But are there advantages? And how common is it for public broadcasters to not association themselves with the state organization? Is there anything published on this?

One of the prohibitions on the 501(c)(3) status is lobbying. Most public broadcasting in the U.S. is going to be 501(c)(3), so they're not going to be able to join trade organizations. In some cases, the interests of the trade associations are going to be counter to non-profits anyway.
