Video capture hardware and software advice needed!

What is some good software and hardware that can handle multiple channels of video/audio capture, compress the video in real time, and stream it over a Gigabit network?
I haven't looked into what is possible with the new PCIe bus. Is that the most advanced bus that is available? Anyway, these are the requirements I'm wanting to fulfill and would like to know if I'm day dreaming or if I can really put this together with technology today.

- Mix of firewire and s-video/composite audio inputs (probably 5-10 ports).
- Capture video at resolutions 320x240 - 640x480 and compressing the video (in some MPEG4 format preforably), 25-30 fps.
- Able to stream video over a high speed gigabit network. Like shoutcast works.

I'm not receiving any television signal, so why would I need a tuner? Think of it like one of those old close circuit security camera networks, but all digital and much higher quality.
