Google storage without Google Pay

Last year, Google Pay yanked my account and refused to tell me why. I need to buy storage space for my Gmail and Drive. Last year a friend sent me some info on how to use an iTunes gift card and my phone, which worked. I need to renew this year and I don't see the option again to pay on my iPhone through the Drive app. Google will not work with me at all. How can I renew my storage without Google Pay?
Also, Google once suspended my Wallet account after claiming suspicious activity. I had to go through a form and submit identification to them to get it restored.

Your follow up is not clear - did the payment fail when using a credit card, or did you not try it because it said it would be processed by Google Pay? Also, if I follow that link it allows me to pay by Paypal also, which would suggest at least two different ways that don't need a Google Pay account.
'Processed by Google Pay' doesn't necessarily mean 'Pay with Google Pay'.

Response by poster: I tried to pay with a credit card but was told my account was invalid because of a TOS violation.

You may have more serious problems; have you checked your various bank/credit accounts for fraud? It sounds like someone has been doing illegal things with your credit.

you may be able to create a family in google with another account and pay for it from that account according to this article from when it was announced (does not specifically mention drive).

and if that doesn't work it looks like google one will be (is?) a family shared storage plan so you could sign up from a new account and share it with the old.

do you want to buy a new chromebook (which can be had for under $200)? looks like 100gb for two years is included with them now.
note: the terms says that old ones, refurbs, etc won't work.

From there you can select your storage options. The next screen will show you payment options, and you'll be able to edit or add new methods of payment. I use a credit card to pay for Google Drive, not Google Pay.
