I'm looking for a photo of an empty lot!

I am looking for a photo that I think is an archive photo (I remember it being black and white). It is of an empty lot in a city, and the image foreground is a sign explaining a bit of activism.

The owner states the purchase price and declares that they are deliberately leaving the lot empty and will do no work on it, and that they will sell the lot when it reaches a certain price (I think). They say that the value of the land will increase solely because of the "industry" of the community residents.
