Where can I obtain a marriage license that isn't location restrictive?

I've read on several sites that "Americans marrying in Greece may be able to use a valid marriage license issued in the United States if the licence does not contain any wording that indicates it is exclusively valid in the issuing jurisdiction." Where can we find such a marriage license?
I don't even know what to call such a thing. We are planning to elope in Europe, most likely Croatia, Greece or Italy. This is very intriguing to avoid a ton of foreign bureaucracy! However I can only find examples of states that do indicate jurisdiction restrictions, not where we can apply for one that does not.
