Technology Solution for Targeted Communications

Do you know of a technology tool that would allow us to write a single newsletter, and then generate different versions of it to send only relevant articles to specific audiences? Full details inside...
My organization at work distributes a monthly newsletter to our internal customers, let's call it Communication A. We recently merged with another department that also sends a regular newsletter, we'll call it Communication B. There is a little overlap in our distribution lists, but for the most part we have different audiences.
As part of our consolidation, we're looking for a technology solution that might help us send a targeted communication to each audience (A, B, and AB). We have been discussing possibly writing a single newsletter, and using a technology solution, tagging articles as A or B for example, so that we can generate different versions of the newsletter for our audiences, depending on what is applicable to them.
We've talked to our business technology group, and they're not aware of anything already in use internally that would manage articles like this. I'm thinking it would be some sort of database or CMS solution, but I'm not sure where to look or what to search for. Are you aware of anything that might do what we're talking about? We would prefer a solution that would allow us to produce each version of the communication ourselves as a separate document and send it to our respective distribution lists, rather than making people go to a web site and set up personal filters, for example.

Best answer: In the technical writing world, this is called single-sourcing. You can do it with Adobe FrameMaker's conditional text feature or through MadCap Flare's snippets and conditions.
