What the $)(&$)(*$&?! is going on with Google Contacts?

For the past few years, I've been using Google Calendar and Google Contacts in Mozilla Firefox. A few weeks ago, I was no longer able to use Contacts - the URL flickers in the address bar and contacts don't show up. As of about an hour ago, the same thing is happening in Google Chrome.

If I type in "Google.com/contacts" access works fine, but google.ca/contacts brings up the flickering.
I'm okay for the moment, but I rely heavily on Google Contacts for my business and wonder if there's a problem going on that might get worse, or just a glitch.
Has anyone else encountered this or does anyone have an idea of what's going on? I'd appreciate anyone's perspective, especially Google Contacts users in Canada.

The .com version of the website appears to work correctly

What's happening is a redirect loop - that page is redirecting to a different address, which redirects back to the first one, ad infinitum. (Web browsers try to detect this and display an error message, but can't always catch it.)
