Was this a webcomic, or just a one-off?

A few years ago I saw an online comic spoofing the overly-serious analysis of anime by westerners. I'm not sure if it was from a web comic or something made as a one-off joke, but I'd like to see it again.
From what I remember, each panel showed (presumably) Japanese teens or adults arguing about artistic merit of cartoons. I remember the final panel had someone saying something like, "(such and such western cartoon) simply doesn't have the dramatic depth of Fairly Oddparents." I'd appreciate any help, as searching "anime spoof fairly oddparents" leads to some unintended (and NSFW) results.
