Japanese Translation Help

I bought some dashi powder mix (I know, it's cheating), and I'm pretty sure of the ratio, but just want to make sure I'm interpreting this right. Photo after the jump.

I believe that these 4 gram packets should be put into 600mL of hot water, but I'm not 100% sure of the rest of the directions. Any help?

Best answer: "Add one package (4g) to 600ml (3 cups) of cold or hot water."

The lines below say "You can use this dashi in a wide range of dishes, such as soups, yudofu, shabu-shabu, and chawan-mushi."

Response by poster: Thanks, homodachi. I wasn't sure what the 3 was referencing.
