Question about management theory/description

Some time ago, I read an account (I think on a webpage) of a particular type of manager (within a typology) who creates a particular type of work situation. That account stayed with me. It has the following three qualities. Can you help me find it?

1. Everything is in crisis. There are no rules, there is nothing to depend on, there is only the constant pressure of more things to be done with fewer resources.

2. Despite promises, the crisis never ends. There are regular intimations from management that the crisis is temporary and will be over soon, but the crisis continues, which justifies a wide variety of unpleasant things in the workplace.

3. All bad things are blamed on the crisis. If we weren't in this crisis, things would be normal and therefore better. But since we are in this crisis, things are not normal and worse.

Is this very general account familiar to anyone? Can you give me a reference? Or maybe just a link? I'd like to read the account again, as it seemed (in my memory) to provide a framework for certain social and political phenomena.
