Why does the foil inside Camel Filters pull out easily, but not Lights?

Camel Filters and Camel Lights (now Blues) both have a foil-coated paper covering the cigarettes underneath the lid. In Filters, both the front and back halves of the foil pull out easily. But in Lights, only the front half pulls out easily. The back half is attached to the pack somehow. Why?

Best answer: From ~20 years of smoking Camel Filters and occasionally Lights, I would say that I found the back foil pulling-off thing a rarity and something that actually pissed me off. I would imagine that the packaging process is exactly the same. Maybe just luck of the draw and how you grasp/pull the foil off?

Oh, and I quit six months ago. Yay me!
