What is this contraption attached to the ceiling of our balcony?

That's it really... New apartment + unknown object. Picture here. Can we take it down and put up a hanging chair/potted plants/hammock or something? Thanks!

It's a bike rack.

Yes, you can take it down. A joist should support the weight of a hanging chair, provided you use a strong enough hook/screw/eyebolt.
