Which movie is this that I saw?

There was a movie I saw, about an overly innocent 17 year old boy who left his home for months or years, and came back and saw his old female friend (or love interest?) and one line was he said "If you hurt someone, you say you're sorry, and that's all you can do" or something like that.. what movie was this? I think it's about 10 or 15 years old, probably rated PG, and kind of a silly romantic comedy.
Response by poster: it's a sappy teen romance comedy" and the girl and boy were best friends, and he had trouble understanding the world because he was so innocent, and he was misunderstood I think.

My first thought was The Cider House Rules, but that does not fit the romantic comedy part.

There is a speech like that in Grosse Pointe Blank, I think.

There's no line just like that in Grosse Pointe Blank, although there is this bit:
"I think this young man has avoided
the question completely. Has not
discussed "what happened" nor if
he's sorry for what he has done.
Therefore, I don't see any reason
why you should see him until he fully
discloses his intentions and feelings."
and later, this bit:
"I have no illusions about the future.
What is, is. We make choices. And we
become the sum total of our choices.
I can live with that."

Weirdly this reminds me of Almost Famous, although that certainly isn't a sappy romantic comedy.
