Who is the ombudsman for condo complaints in Toronto, Ontario?

With what government or impartial/third-party agency can can condo residents register their complaints?

The number of owners in my building with specific complaints against our condo developer have reached a critical mass.

We are looking at legal action, but also want to find out if there is an impartial, ombudsman-type of agency that will document our concerns.

I've looked at CMHC, the Better Business Bureau, and the Condo Owners Association, the Ontario Gov't Consumer Protection Services.

Who am I missing?

Best answer: From Googling and and a Canlii search, it appears that the Ontario ministry that is responsible for administration of the Condominium Act is the Ministry of Government and Consumer Services. I would review their resources and possibly contact the Consumer Protection Line.

I work in the analogous ministry in Alberta and we do have an enforcement function when developers/business and individuals are violating the consumer protection acts we administer. You say you've "looked at" them, but I wouldn't rule them out until you contact them.

You probably can go to Tarion if it's a new build. However, at the end of the day you're probably going to think you want to sue the developer. However, condo developers are wise to the fact that people aren't satisfied with the product they receive, and so typically each building is built by a separate numbered corporation that happens to end up with no money after the project has been completed. Unless you happen to be in a circumstance where the developer still has their hands in the building and can't extricate themselves without your say-so, the odds that you'll actually see any money through a court action are slim to nil.
