Can anyone explain this sign?

Found on the left bank in Paris, not near any water. Pic of sign.

It's a "no entry" sign with a sticker on it to make it funny.

It's a no entry sign (red with white bar) that someone has added a bit of "street art" to.

I found a lot of this type of sign when I was in Paris; it seems to be an street art thing as noted above. One of my favourites was this speed bump sign alteration, which looks so convincing that I actually had to see another sign in the city to understand that it wasn't just the way they made speed bump signs there.
