What are these? Die-cut stamps from Japan

My grandmother's father brought these home from 'the orient' decades ago.

They are beautiful, and the backs have stamp glue on them, but there are no dates or other official markings to identify what they are for. I know they are about 100 years old, but...what are they? Do they have any value other than as curios?

My guess is envelope seals.
