Bookfilter: YA Roller Skating Novel

I am trying to find a book I read as a child in the early/mid 90s. Set in the UK.
It was about a girl who is really into rollerskating, she is staying somewhere near the seaside, and she goes out early in the morning to skate up and down the promenade/esplanade when it isn't busy. She times herself to see how fast she goes - she's very competitive. She may be staying with an aunt or a relative or something. I think there might be a race at some point. There is definitely a bit where she crashes and hurts herself on the asphalt. I'm pretty sure the front cover had a picture of her skating (blonde hair I think). It was a UK book and I am GUESSING it would have been published in late 80s/early 90s. It is driving me INSANE. Any help much appreciated!

Best answer: Girl's name is Rosie, not Anastasia (as per that other question), but One Minute Dream by Colin Pearce?

I did try Google image searches for "Lions Teen Tracks" and "Puffin Plus" in case one of those had a roller-skating girl on the front cover, but no such luck. I can't remember the names of the other YA imprints of the time.
